My take: I'd put it in terms that the rider pays $2 and taxpayers pay $17.61. (Our $2 rider is probably not a net payer into the tax system.) If you apportion mass transit taxes across the city population, there are likely 9 or 10 taxpayers divvying up the $18. So an MT Rider passenger should look around at the closest 9 or 10 cars to his bus and thank the drivers for each kicking in $2 to allow his ride to the mall. Are you familiar with the Bell Curve in Statistics? It is called a Bell Curve because it's shape looks like a Bell. But it is actually the invention of Gauss and is also known as the Gaussian Curve.
